A Cross-Country Analysis of Household Responses to Adult Mortality in Rural Sub-Saharan Africa: Implications For HIV/AIDS Mitigation And Rural Development Policies. AgEcon
Mather, David; Donovan, Cynthia; Jayne, Thomas S.; Weber, Michael T.; Chapoto, Antony; Mazhangara, Edward; Bailey, Linda; Yoo, Kyeongwon; Yamano, Takashi; Mghenyi, Elliot W..
This paper summarizes and synthesizes across the results of a set of country studies on the effects of prime-age adult mortality on rural households in Kenya, Malawi, Mozambique, Rwanda, and Zambia. Each study is based on large representative rural household surveys. These findings have implications for the design of efforts to mitigate some of the most important effects of rural adult mortality, and for key development policies and priorities.

A Diagnostic Perspective Assessment of the Production and Marketing System for Mangoes in the Eastern Caribbean AgEcon
Hrapsky, Alan; Weber, Michael T.; Riley, Harold.
The objective of this research was to provide USAID with a diagnostic-prescriptive assessment of the mango commodity system that would be useful in the design and management of USAID’s project portfolio. A secondary objective was to demonstrate how a market-guided food systems approach could be applied to a particular commodity, thus facilitating coordination of vertical stages in the agricultural production and marketing system. The food systems approach begins with identification of consumer requirements in terms of product specifications and volume flows, examines the production changes necessary to achieve these requirements, then systematically diagnoses constraints at each stage in the production/marketing chain, and prescribes realistic...

Access to Land, and Poverty Reduction in Rural Zambia: Connecting the Policy Issues AgEcon
Jayne, Thomas S.; Zulu, Ballard; Kajoba, Gear; Weber, Michael T..
It might be considered unlikely that inadequate access to land would be one of the major causes of rural poverty in Zambia. However, evidence presented in this paper shows that economically viable arable land is not in great abundance in Zambia after considering the current situation with respect to access to road infrastructure and access to services and markets. In fact, access to land is already a major problem for large segments of the rural population in Zambia. Moreover, depending of future...

Access to Land and Poverty Reduction in Rural Zambia: Connecting the Policy Issues AgEcon
Jayne, Thomas S.; Zulu, Ballard; Kajoba, Gear; Weber, Michael T..
Key Policy Message: - Despite having relatively low population densities, inadequate access to land is one of the major causes of rural poverty in Zambia. - The apparent paradox of inadequate access to land for many rural households in a country of low population density is partially reconciled when taking into account that economically viable arable land requires at least some degree of access to basic services, water, road infrastructure, and markets. The basic public investments to make settlement economically viable have yet been made in many areas of Zambia. - Depending of future land allocation policy, access to good quality land with a market potential may become increasingly beyond the reach of many small-scale farm households, making it more...

Anticipating and Responding to Drought Emergencies in Southern Africa: Lessons from the 2002-2003 Experience AgEcon
Tschirley, David L.; Nijhoff, Jan J.; Arlindo, Pedro; Mwiinga, Billy; Weber, Michael T.; Jayne, Thomas S..
This paper examines the efficiency and effectiveness of emergency response in southern Africa through the lens of the 2002/03 food crisis in the region. The authors outline improvements in information and operational procedures needed to enhance the response to future events. They also discuss national and regional trade regime changes that would reduce the need for emergency response, and consider what lessons the 2002/03 crisis may have for the role of Strategic Grain Reserves (SGRs).

Building a Food Security and Policy Information Portal for Africa (FSIP) AgEcon
Dione, Josue; Kagwanja, Joan; Weber, Michael T.; Staatz, John M.; Kelly, Valerie A..
Getting the food and agriculture system moving faster is crucial for structural transformation and poverty reduction in Africa. This requires investing in basic productive and market infrastructure, and expanding appropriate research, knowledge, and technology for increased productivity at all stages of the agricultural commodity chains. The advent of the World Wide Web and steady reductions in the cost and increases in the speed of Internet services in Africa are changing the way we must think about the development, storage, and dissemination of policy analysis and training materials, which are crucial inputs for agricultural development. Yet, much remains to be done to harness these information communication technology tools more effectively to help...

Changements dans l’allocation des terres, la production et la taille des exploitations dans le secteur des petits exploitants rwandais sur la période 1984/1990 à 2002 AgEcon
Mpyisi, Edson; Weber, Michael T.; Shingiro, Emmanuel; Loveridge, Scott.
There have been major shifts/changes in land use patterns in Rwanda over the past twelve years. A few striking observations include: As a percentage of total farmland, cultivated land increased. The increase in cultivated land occurred at the expense of pasture and fallow and woodlot. The share of pasture and fallow decreased from 22% in 1990 to 14% in 2002 and woodlot decreased from 11% in 1990 to 7% in 2002. This trend of increasing cultivated land is apparent from the mid-eighties to today. These observations imply that land is being farmed much more intensively without much time to fallow and allow the soil to rejuvenate. Pasture and woodlot are also being cut down at the expense of cultivation. This has important potential implications for...
